Treasury proposes low-cost investment rules for Trump Accounts

U.S. Treasury proposed guidance for new eligible “Trump Accounts” (tax-deferred 530A child accounts), setting rules that index options must track broad U.S./global equity benchmarks using objective criteria and feature low expense ratios. The default investments at launch will remain S&P 500 ETFs (including SPYM, IVV, VTI, SPTM, and ITOT), with Treasury emphasizing that lower fees should improve long-term compounding outcomes. Bank of New York Mellon is named as the official manager, and account activity will be trackable via a Robinhood-designed app.

Analysis

This is more of a distribution and relationship-franchise event than a near-term earnings driver. The real value sits in being the default on a child account that can compound into a future custody relationship, not in the tiny fee pool on day one. That makes BK the cleaner beneficiary on balance-sheet stickiness and eventual wallet share, while STT gets a narrower boost from default ETF flow and brand reinforcement in low-cost indexing; both are multi-year option value stories, not quarter-end EPS stories.

The market may still overread the monetization. A low-expense, broad-index-only framework caps fee take and limits how much incremental economics can accrue to managers; the flow amounts are unlikely to move aggregate AUM enough to matter immediately. The second-order winner is passive infrastructure generally, while active wrappers, higher-fee model portfolios, and any custodian without an embedded onboarding path lose the chance to capture accounts early.

The contrarian risk is adoption and implementation friction. If account openings are slow, transferability proves clunky, or the policy gets revised under a different political regime, any valuation uplift to BK/STT disappears quickly. DJT looks like a branding spillover at best, but there is no obvious fundamental transmission into revenue or margins, so that name is more of a sentiment fade than a thesis.
