The market is still pricing it like a “growth industrial” rather than a mission-critical workflow stack, so any further evidence that bookings are leading revenue by a quarter or two should force estimate revisions higher faster than valuation can compress. That creates a favorable asymmetry: fundamentals can re-rate the stock even if growth merely stays at current levels.

International adoption is the underappreciated lever. Once foreign agencies standardize on the platform, switching costs rise sharply because the value is not the device but the ecosystem—training, evidence management, analytics, and AI-enabled workflows. That raises the probability of a multi-year installed-base monetization cycle, which also makes reported revenue less cyclical than headline public-safety procurement trends suggest. The main risk is not demand; it is execution under a higher bar. When bookings and retention are this strong, the stock becomes vulnerable to even small disappointments in gross margin mix, sales efficiency, or international ramp timing over the next 1-2 quarters. A second-order risk is that accelerating AI investment can widen near-term operating expense before monetization is fully visible, causing multiple compression if investors perceive a ‘growth at any cost’ phase.

Consensus may still be underestimating how durable the international opportunity is relative to the domestic law-enforcement cycle. If foreign adoption remains above 100% growth for another couple of quarters, this stops being a U.S. penetration story and becomes a global category-defining platform narrative, which can support a materially higher EV/revenue range.
