That creates a more selective winner set and makes “AI infrastructure” a much less uniform trade than consensus assumes.

Catalyst timing matters: this is a months-to-years issue, but the first tradable move will come from permit hearings, utility studies, and local opposition campaigns, not from construction commencement. A reversal would require either a materially lower-water design, a recycled-water commitment, or state-level incentives that offset local resistance; absent that, approval risk should remain elevated and valuation multiples for speculative data-center developers should stay discounted.
