Citizens initiated coverage on Canadian National Railway with a Market Perform rating, valuing shares at 20.3x 2027E EPS (in line with the S&P 500 multiple) and calling the stock fairly valued despite 27% gains over six months. The firm also flagged a recent operating milestone of 2.96M metric tonnes of Western Canadian grain in May 2026 and pointed to Evercore’s upgrade to Outperform, with Q2 earnings projected at C$2.00 vs C$1.91 consensus. Overall, the rail complex is supported by improving freight demand signals, including Goldman’s data showing Class I carloads +5% YoY and intermodal up 8.3%.

Analysis

The setup is less about outright rail beta and more about dispersion within the group. The market is rewarding operators with visible near-term volume/pricing inflection, but CNI/CNR’s rerating case is already partly in the tape; once a rail stock is priced at an S&P-like multiple, incremental upside usually requires estimate revisions, not just “good enough” execution. That makes the current information more supportive for relative-value longs in the stronger operating stories than for chasing a sector-wide basket.

CSX looks better positioned than CNI on a 1-3 month basis because intermodal and pricing acceleration are the highest-leverage variables for margin expansion, and those benefits compound if truck capacity stays tight. CNI’s grain record is helpful, but it is a mix tailwind rather than a durable multiple driver unless it translates into sustained earnings surprises across multiple quarters. The bigger second-order winner may be supply-chain intermediaries tied to rail volumes—terminal, drayage, and inland logistics names—if carload/intermodal growth remains broad-based, but that requires confirmation beyond one month of data.

UNP and NSC carry a different risk profile: merger distraction plus regulatory uncertainty can suppress multiple expansion even if fundamentals are okay. If the revised merger process drags on, capital allocation and management attention remain a hidden tax, while peers with simpler execution stories get a relative valuation premium. The key falsifier for the bullish rail-volume thesis is a rollover in carload/intermodal growth over the next 1-2 monthly reads; if that happens, the current optimism likely proves cyclical and fades fast.

Contrarian view: the market may be over-discounting “fair value” language for CNI/CNR while underappreciating how much better the sector can look if volumes are only in the early innings of a freight cycle recovery. But that is a timing call, not a permanent re-rating call. Without a clear acceleration in earnings revisions, CNI/CNR may remain range-bound near current levels while CSX and the non-merger overhang names drive the next leg of relative performance.
