Microsoft and G42’s planned Olkaria data centre in Kenya (part of a $1bn digital investment package) remains at the design stage after stalling in May 2026, raising concerns over power capacity and the risk of additional water stress around Lake Naivasha. Although the project is described as using geothermal power and incorporating water-conservation technology, it provides no project-specific water consumption figure, while existing KenGen operations abstracted 195,165 m³ of water in July 2023 (153,918 m³ for commercial operations at Olkaria). With Kenya’s freshwater availability already below scarcity thresholds (527 m³/person, potentially falling to ~475 m³/person by 2030), local stakeholders fear the region could become a “loser” in competing demand for scarce water even as jobs and investment benefits are expected.

Analysis

This reads as a siting/permitting issue, not an earnings issue. For MSFT, the market should treat the project as optionality: even a long delay barely moves near-term revenue, but it can create a reputational overhang around “responsible AI infra” if management keeps advertising frontier-market capacity without clean resource disclosure. The real economic impact is on the project’s economics—more redesign, more capex, slower deployment—and on suppliers with low-water cooling and water-recycling tech.

Second-order winners are the vendors that solve thermal management under water stress: liquid/closed-loop cooling, wastewater treatment, metering, and environmental consulting. Losers are local industrial users competing for scarce abstraction rights; once one high-profile campus is seen as “first in line,” it raises the hurdle for every follow-on data-center developer in East Africa and pushes demand toward jurisdictions where power is abundant and water is cheaper to secure.

The consensus may be overpricing the headline and underpricing the permit path. The key falsifier is not sentiment but a disclosed water budget, abstraction permit, and cooling architecture; if those arrive with water-free or recycled-water design, the negative becomes noise. If instead regulators force a formal review or the lake level worsens into the dry season, expect the timetable to slip by months, not days.
