Analysis

The near-term setup is more about de-risking than acceleration. Regulatory wins in Oregon/Washington reduce the probability of a second-half earnings miss, but they also lock in a fairly slow grind of allowed-return compounding, so multiple expansion should be limited unless management proves it can convert rate relief into persistently lower financing cost and less ATM reliance. The real swing factor is whether the market starts capitalizing the Texas backlog and MX3 as a multi-year growth engine rather than treating them as future promises.

On competitive dynamics, the Texas gas platform is the cleanest second-order beneficiary: visible meter additions make it harder for regional competitors to underinvest in distribution and still keep pace on service quality, which can widen the moat if rate recovery stays timely. The more important underappreciated benefit is on the debt side: the new A- water rating and long-dated contracted storage cash flows should tighten credit spreads over time, lowering WACC and making the equity less sensitive to near-term dilution than a pure growth story would imply.

The contrarian risk is that consensus may be overvaluing the "clarity" while underweighting execution friction. The MX3 appeal, continuing ATM issuance, and a capex-heavy bridge to 2027 mean the stock can remain range-bound even if fundamentals improve; the market may wait for a hard notice-to-proceed before paying for the 5%-7% growth framework. Falsifiers: any slip in the 2027 NTP timeline, a Texas rate case settlement that lands below expected recovery, or equity issuance running above the stated 2026 pace.
