The project started with installation of the first permanent steel mounting piles, supporting future cobalt metal and cobalt sulfate processing. This is more a signaling event than a near-term earnings driver: the market should treat it as an option on future domestic cobalt refining capacity, not as investable cash flow today. If it reaches operation, the main beneficiaries are US battery and defense supply chains that care about provenance more than the absolute cobalt price, because localized processing reduces geopolitical and logistics risk. The real competitive effect is against offshore refiners and traders that currently earn the spread between mined cobalt and battery-grade material; a credible US plant could modestly compress that spread over time, but only if it secures feedstock and offtake.

The bigger issue is execution risk. Solar power helps optics and may lower some operating costs, but it does not solve the core economics of cobalt processing, which are usually dominated by scale, reagents, permitting, and working-capital intensity. A 28 MW power build is immaterial unless paired with financing, binding customer contracts, and a realistic ramp schedule; without those, this is still a multi-year story with a high probability of slippage. The thesis would be falsified quickly if they miss follow-on funding or if the project advances without disclosed offtake, since that would indicate the market should ascribe very little terminal value.

Contrarian view: consensus tends to overreact to “US critical minerals” headlines and underweight the fact that cobalt demand growth is structurally slowing as battery chemistries keep reducing cobalt content. That means even a successful domestic processor may be chasing a smaller addressable market, which limits upside for a pure-play equity unless government procurement or subsidy support becomes material. Net: this is not a trade on the announcement itself; it becomes a trade only if the project transitions from concept to funded construction with contracted volumes.
