That combination tends to re-rate very slowly, but it is attractive in a market where investors are paying up for contracted yield plus visible growth. The second-order winner is likely the private-market ecosystem around the asset rather than the utility sector itself: co-investment managers, grid interconnection specialists, and battery supply-chain names with U.S. exposure may see more incremental capital allocation as institutional LPs hunt for contracted infrastructure with inflation linkage.

The key medium-term catalyst is not construction starts per se, but portfolio rotation: if Terra-Gen can convert even a modest slice of the 16 GW pipeline into financed, COD-ready projects, the implied option value could exceed the initial cash yield contribution. That matters because the market typically underprices development pipelines in infrastructure vehicles until permitting, interconnection, and offtake de-risking is visible; once those milestones land, NAV accretion can come in discrete steps over 6-24 months. The main risk is that California-heavy operating exposure leaves the asset vulnerable to curtailment, policy churn, and transmission bottlenecks, which can compress realized returns even with long-dated contracts.

Consensus may be missing that "green" capital is not just chasing decarbonization here, it is chasing contracted real assets with duration characteristics that look closer to inflation-protected credit than to pure equity growth. That makes the trade less about immediate earnings and more about discount-rate sensitivity: lower real rates and easier project finance conditions would disproportionately help this kind of asset. Conversely, if financing spreads widen or power-market policy shifts reduce merchant tail economics in Texas/New York, the development upside can shrink quickly while the operating base still looks superficially stable.
