For virgin resin producers, the threat is real but very long dated: the market has to believe this can scale beyond a pilot before any margin or multiple impact is credible.

The key risk is unit economics. Flexible multilayer waste is one of the hardest streams to upgrade, so unless contamination, yield, and logistics are solved, the process can depend on subsidies, gate fees, or brand-owner commitments to clear hurdle rates. Near term, there is no trading catalyst; over 1-3 months, the only meaningful signal is whether this turns into contracted offtake or capital deployment. Over 6-18 months, a successful Mexico hub could matter for North American packaging supply chains, especially firms under recycled-content pressure.

The contrarian view is that ESG headlines usually overstate near-term volume displacement. The more plausible second-order effect is not resin substitution, but procurement optionality for multinationals that need compliance optics and lower Scope 3 intensity. If that happens, the beneficiaries are waste aggregators and packaging converters with circularity capability; if not, this remains a policy-supported pilot with limited P&L impact.
