Forrester’s Global Sovereignty Forecast finds tech sovereignty is concentrated in China (82%) and the US (79%), while Europe’s biggest economies barely improve by 2030 (e.g., Germany 34%→36%, France 33%→35%, UK 30%→32%, Italy 27%→29%). Despite Chips Act ambitions to reach 20% of global semiconductor output, Forrester expects Europe to land at just 11.3%, and notes Europe designs only ~1% of the world’s chips. Europe remains heavily dependent on US cloud/software (AWS/Azure/Google Cloud ~65% of the European cloud market), implying “sovereign cloud” offerings don’t fully remove US control.
The market should separate political theater from cash-flow reality: Europe can subsidize domestic silicon and still end up paying the US rent on cloud, software, and AI infrastructure. That favors AMZN, MSFT, and GOOGL on a medium-term basis because compliance friction usually raises switching costs rather than creating a credible local substitute. The real losers are any would-be European “sovereign” middlemen whose moat is policy language instead of technical depth.
The second-order effect is that chip fab subsidies do not equal ecosystem sovereignty. More local manufacturing can actually deepen dependence on US design IP, hyperscaler orchestration, and datacenter software, while keeping the highest-margin layers offshore. NVDA is the cleaner structural beneficiary than QCOM because duplicated AI infrastructure spend benefits accelerator demand more directly than edge/mobile silicon.
Near term, this is more of a headline-risk setup than a fundamental inflection. Over the next 1-3 months, watch for EU procurement rules, public-sector cloud restrictions, or data-localization mandates; absent those, the earnings impact for US platform names is limited to modest margin drag from regional compliance. Over 6-18 months, the thesis only breaks if Europe starts forcing ownership-level separation rather than governance overlays.
