The economic value accrues first to the venue and market makers through tighter spreads and higher turnover; RLUSD only becomes strategically meaningful if a meaningful slice of incentive-driven balances stay put after the promotion ends and start functioning as settlement/collateral float.

The most important second-order effect is competitive displacement among stablecoins on the same venue and across adjacent venues. Short term, the campaign can pull idle cash from USDT/USDC balances into RLUSD for yield-seeking traders, but that flow is usually mercenary; if there is no non-incentive utility, balances can mean-revert quickly once the subsidy is removed. That makes the next 2-4 weeks about headline liquidity, while the 1-3 month test is retention and whether RLUSD usage shows up in transfer velocity and borrow demand rather than just promotional AUM.
